CWO Voisine was born in St-Eloi, Quebec in Apr 1961. He enrolled in the Canadian Forces as a Radio Technician in 1979 and completed Basic Training in St-Jean, Quebec. Following his Basic Training, he went to Canadian Forces Language School, Borden and subsequently to Canadian Forces Bases St-Jean, Quebec and Kingston, Ontario for Occupation Training. He was then posted to Canadian Forces Station Dana, Saskatchewan and, 1984, following QL5A (COMET) trg, to 403 Tactical Helicopter Squadron, Gagetown, New Brunswick.

In 1988 CWO Voisine was posted to 4 CMBG, 4 Service Battalion, Lahr, Germany and employed as a second line repair supervisor. In 1992, promoted to Sgt, he was posted to CFB Chatham, New Brunswick where he was employed as the B Tel O. Promoted to Warrant Officer in 1995, he was posted to 2 Canadian Mechanized Brigade Group Headquarters and Signal Squadron, Petawawa.

Promoted to Master Warrant Officer in 1999, he remained in 2 CMBG HQ and Signal Squadron as the Brigade Foreman of Signals. July 2000, CWO Voisine was posted to PMO TCCCS, Ottawa as the LCIS Technicians Conversion Training Coordinator. He was promoted to CWO in 2002 and posted to Director Land Requirement as the Army Foreman of Signals. In July 2005, CWO Voisine was appointed as the Communications and Electronics Branch CWO.

CWO Voisine has deployed twice to the former Yugoslavia, in 1996 and 2001. He has also served in the Golan Heights, in 1999, as the Contingent Signal Sergeant Major.

On the 9 July 2008, CWO Voisine was commissioned to the rank of Capt, as part of the Special Requirement Commissioning Plan (SRCP) and posted to ADM(Mat), DLCSPM 4, PMO ISTAR.
